A dog out for a walk in Dubai

Dubai is getting more pet-friendly every year, but it still has clear rules for pet owners, and some catch newcomers out. Here's what you need to know, in plain English.

This is a guide, not legal advice. Rules and fees change. Check the latest with Dubai Municipality and the Ministry of Climate Change and Environment (MOCCAE) before you act.

1. Microchip, vaccinate and register

Dogs and cats in Dubai need to be:

  • Microchipped, with an ISO-standard chip.
  • Vaccinated against rabies (from around 12 weeks old) and kept up to date, alongside their core vaccines.
  • Registered with Dubai Municipality, with the registration renewed every year. Your vet can usually help, and renewals can be done online through Dubai Municipality's channels.

Keep your pet's vaccination records together, and make sure the microchip is registered with your current phone number. It's the best way to get a lost pet home. (Real Estate Club Dubai, 2026; Betterhomes)

2. Leashes in public, always

Dogs must be on a leash in all public areas. Off-leash play is for fenced dog parks and designated areas such as the off-leash area at Dubai Islands Beach. Letting a dog off the leash in public can bring a fine, and owners are responsible for any harm their dog causes.

Always pick up after your dog, too: fouling is fined, and it's the fastest way to make a neighbourhood less dog-friendly.

3. Where dogs can and can't go

  • Public parks: most Dubai Municipality parks don't allow pets. Burj Park in Downtown is a well-known exception, and many residential communities have their own dog parks.
  • Beaches: most public beaches, including Kite Beach, JBR and La Mer, don't allow dogs. Dubai Islands Beach has Dubai's official dog beach.
  • Public transport and malls: pets aren't allowed on the Metro, buses or in regular taxis, and most malls don't allow them. Pet taxis exist for getting around.
  • Cafés and restaurants: many welcome pets, usually on the terrace only.

4. Restricted and banned breeds

The UAE restricts or bans some dog breeds considered dangerous, under federal law. Breeds commonly named include Pit Bull types, Japanese Tosa, Dogo Argentino, Perro de Presa Canario and several mastiff breeds, but published lists differ and change, and some breeds face extra conditions rather than a ban.

Before you buy, adopt or import a dog that's a guarding or bull breed (or a cross), check its status with MOCCAE. The penalties for keeping a banned breed are serious.

5. Renting with a pet

Whether you can keep a pet at home is up to your landlord and your building or community rules, which vary from tower to tower, even within one neighbourhood. Get permission in writing before you move in with a pet, and check the building's rules on lifts, lobbies and balconies.

6. Bringing a pet into, or out of, the UAE

Pets entering or leaving the country need permits from MOCCAE, as well as vaccination and health paperwork. See our guides to moving to the UAE with a pet and leaving the UAE with your pet.
